This Communist logic is matched by the immaturity and hubris of the law, which is comical in its detail and yet full of loopholes. No sane human being would choose to live in a society that generates this many thousands of words to implement any policy, much less one that thinks handing out free food at random will benefit anyone. It is all part of the vote-buying Ponzi scheme scam that exists to keep bureaucrats and lawyers employed.
