Today, low-IQ European peasants in backward parts of the Balkans are also suffering from low birthrates. In America, it's mostly negroes & spics TACTICALLY breeding beyond their means for welfare payments. It's not an IQ issue but a moral one: having no loyalty & identification to the State makes it ok to take advantage of it & alot of welfare cases keep bureaucrats employed.
