Of course it's an easy answer until you consider that obsessive fixation on "freedom to choose". There's simply no way for any government official to spin it without a whole mess of Americans crying foul. It's ironic, though. My uncle recently pointed out the fact that a lot of the most intelligent people he knows--the people that probably should be breeding--have no desire to have children. I'm not implying that only stupid people reproduce but...makes ya think, doesn't it? Which brings the question (particularily in American society) how do we control our ever growing population?
